The Mount Wellington cable car plans have been lodged with the Hobart City Council.
The proponent's describing it as historic, becoming the first development application for the idea after more than a century of discussion.
But Ted Cutlan from Residents Opposed to the Cable Car regards it as doomed from the get-go.
"Their incompetence is shown by the fact that it's taken them six years to get to this point, now they have got a development application they have got to pass all the hurdles of the management plan and the planning scheme for the council, they can't do that, there's no way this can possibly satisfy the requirements of the scheme, so it's only a matter of time before it is rejected."
He's encouraging fellow opponents to start mobilising.
"Now is the time to stand up and oppose this disgusting land grab, so you will see a lot of protests from here on in."
Green leader Cassy O'Connor has issued a statement vowing the more than 6000 Tasmanians who gathered against the development in May will keep up the fight.
